Zarraga is an unseen character in Mafia III.
History[]
Zarraga was an officer in the Havana police force when Fulgencio Batista was President of Cuba. He used to run security for Sal Marcano's casinos in Havana. It may have been likely that Zarraga had worked with Frank Pagani to get Tommy Marcano out of Cuba during the upheaveal of the Cuban Revolution when Castro's secret police were eliminating anyone associated (or suspected of being) with Batista, and the casinos were a prime target due to their association with decadence and the American Mafia.
He later arranged for his nephew, Alvarez, a counterfeiter who had worked for Fidel Castro, to extend his services for Sal Marcano's counterfeiting operation. However, following Alvarez' decampment to New Mexico, Zarraga fell out with Marcano. When Sal chastises his brother that Alvarez was nowhere to be found, Tommy protests that his original plan was to keep Alvarez locked up, but this was disapproved by Sal, figuring that would anger Zarraga.[1]
