He is a crooked Police sergeant of the Empire Bay Police Department that Vito, Joe, and Jimmy can call and bribe to get rid of all police officer attention. He can be called from any telephone in Empire Bay when you are wanted by the police. The bribe will cost $500.00 regardless of wanted level.
