History[]
Roberto Ghillotti is a corrupt politician who is in the pocket of the Morello Crime Family. He is a city councilor in Lost Heaven and the father of Billy Ghillotti. Following Billy's murder at the hands of Tommy Angelo and Paulie Lombardo, Ghillotti is enraged and stricken with grief, and he seeks revenge against the Salieri Crime Family for their role in his son's death.
Ghillotti intends to use his connections to the Morello crime family and his influence in city politics to achieve this, working for Don Morello as his chief political connection, and encouraging law enforcement and his fellow city officials to crack down on Salieri's operations.
Don Salieri learns of Roberto's plans, and he knows that he'll never turn against Morello because of how angry he still is over his dead son. Salieri orders Tommy to publicly assassinate Ghillotti during a speech aboard his steamboat for his 50th birthday on May 2nd, 1935 to send a message. Tommy ultimately shoots Ghillotti dead, and escapes the steamboat following the hit during the events of Happy Birthday.

- While Roberto Ghillotti only appears in one mission, he is mentioned in chapters The Saint and the Sinner and Visiting Rich People. An election pamphlet featuring a photo of Ghillotti also appears in Ordinary Routine sitting on a table in Clark's Motel.
- According to his campaign flyer from 1930, Ghillotti owned boat yards and much of Lost Heaven's industry.
