Background[]
Merle "Trigger" Jackson is the boss of the prostitution racket in Delray Hollow and a senior member of the Dixie Mafia. A sadist and a pimp, Merle uses smack to keep his girls compliant. He takes pride in knowing that if rich white men want to experience "exotic" sex, they'll come to him first.[1]
After the elimination of the Black Mob in 1968, Giorgi Marcano hands the Hollow over to the Dixie Mafia. Ritchie Doucet takes possession of Perla's Nightclub and turns it into a brothel called "Doucet's". He puts Merle in charge and has black women from across the Hollow abducted and forced into sexual slavery so the Dixies can sell their services to wealthy white customers for a high price.

Jackson has a number of black girls on hand to please his customers, but his real money-makers are the "thoroughbreds", a trio of women who are addicted to heroin and receive frequent "vitamin shots" from Merle's associate, Doctor Horse. The "thoroughbreds" are kept in a special set of rooms near Merle's office at all times, and because of their addictions are willing to do whatever depraved acts are demanded of them.
Merle also has two pimps, "Rooster" Desaulniers and "Dirty" Gert Delong, operating smaller brothels with the girls who've washed out of Doucet's. His cousin Rooster oversees a small sex shack in the backend of the Hollow, while Delong puts the girls to work at a two-bit motel further down south.
Fate[]
Jackson's racket was taken over by Lincoln Clay, who was working with inside information he received from Charles Laveau. Lincoln infiltrated Doucet's and rescued the "thoroughbreds" with help from Sheila, then killed both of Merle's pimps and freed the girls they were trafficking. With the racket falling apart, Jackson put Doucet's on lockdown and attempted to organize his men to find the missing girls. This gave Lincoln the opportunity to confront him. Jackson was unrepentant over all the suffering he had caused, and Lincoln killed him with his knife. He then turned over management of the club to Cassandra, who restored it to its previous state.

- Merle is one of two racket bosses who cannot be recruited because his death comes before Lincoln learns the wiretapping ability from John Donovan. The other who cannot be recruited is Chester Moreau, who Lincoln kills for running a human trafficking racket.
- He wears the same color and style of shirt as Ritchie Doucet.
- According to Laveau, it was Merle who convinced Ritchie to turn Perla's into a brothel simply because he thought it would be "funny".
