Joe McClusky is the owner of McClusky & Son, a chain of legal gun shops found throughout Empire Bay. He can be seen inside any McClusky & Son location in Empire Bay and also heard in radio ads on Empire Bay Radio Stations giving tips and promoting his store.

- Judging by his accent and surname, he is probably of Irish or Scottish origin.
- His character model is used as a NPC skin for pedestrians.
