Background[]

Frankie Bernard is the Racket Boss of the blackmail racket in Downtown, running it for Tony Derazio. If you're a city official, Frankie knows every dirty thing you've ever done, and he's got the pictures to prove it.[1]

Current Operations[]

Using a well-oiled system of bribery and blackmail, Tony Derazio keeps countless city officials in his back pocket. The operation is complex, involving dead drops, bribes, and round-the-clock surveillance to make sure no one suddenly decides to talk. Derazio leaves the daily operations up to Bernard, who has J.C. McCall handling the heavy hitting. Dead drops are used to funnel bribes up to Bernard, while a team of blackmail couriers make their rounds dealing with individual cases.

Fate[]

In 1968, Bernard's racket was taken over by Lincoln Clay, who was working with inside information he received from Harold Cauley. Lincoln damaged Frankie's blackmail operations by killing his enforcers and couriers, and stealing his dead drop money and his blackmail stash. Once everything fell apart, Bernard was drawn out, giving Lincoln the opportunity to confront him. After successfully infiltrating the Imperial Men's Health Club, Lincoln dealt with Bernard and ended his association with the Marcano Crime Family.
