Chester Moreau is a minor character in Mafia III.

History[]

Background[]

Chester Moreau is the Racket Boss who runs the human trafficking racket in Frisco Fields for Olivia Marcano. He's a successful businessman and a high ranking member of the Southern Union, who uses his money to finance the organization.

He's the majority shareholder of Bellaire's Supermarket, and he uses it as a front and auction house for his slave trade, where captured black immigrants are sold to the rich white citizens of Frisco Fields or anyone else who could afford it, as later mentioned people from Baton Rouge came to bid in his auctions. Due to the nature of the racket, Moreau and Olivia keep the operation very hush-hush, and information is only given out on a need-to-know basis.

Current Operations[]

The human trafficking operation includes a vast network of members who each play a part in it. They include the Coyote, who tracks down and kidnaps their victims, and those who keep them captive around Frisco Fields in local bunkers and makeshift camps. These places are owned by members such as the Fossats and the Gaudets. There's also Mason Carter, who holds the late night auctions at Moreau's supermarket. They have so much money coming in that they've had to hire Brother Simon, a local minister who launders the cash through his church. Other members, like the Eversons, hold parties where they bribe local police to keep them favorable to their cause and looking the other way. Despite the careful effort, this had come to the attention of U.S. Treasury agent Jackie Grimaldi, who noticed the cash flow of Frisco Fields exceeded that of the expected revenue of legal businesses in the neighborhood, but had yet to deduce what the illegal business was.

Downfall[]

In 1968, Moreau's racket was taken over by Lincoln Clay, who was working with intelligence he received from Jackie Grimaldi, who was also a colleague of John Donovan. Lincoln damaged Moreau's slave trade operation by killing his Southern Union enforcers, the Coyote, and other personnel. He released the victims being held captive, stopped the slave auction, and killed the auctioneer, Mason Carter. Jackie later found out that Moreau had been hiding in the French Ward, at an apartment leased by his youngest son. With the racket ruined, Moreau went to Bellaire's in a last ditch effort, also putting a bounty on Lincoln's head. Moreau promised $500 to any Southern Union member who could kill Clay.[2] After successfully infiltrating Bellaire's Supermarket, Lincoln killed Moreau, ending his association with the Marcano Crime Family.

  • Moreau is one of two racket bosses who cannot be recruited by Lincoln. Merle Jackson is the other. However, the reasons for this differ between the two bosses. Merle can't be spared because Lincoln hadn't learned about wiretapping at the time. Chester can't be spared due to the nature of his racket and his racism, making It something personal for Lincoln.
  • If Lincoln can get close to Moreau without alerting any Southern Union guards, he will be heard saying he is out of favor with Olivia Marcano and is making plans to go on the lam after burning all records of the slave auctions.
