Background[]
"Four-Finger" Charlie Kincaid is the boss of the smack racket in Delray Hollow and a senior member of the Dixie Mafia. Despite being the scion of a well-respected Dixie Mafia family, Charlie's not actually much of a true believer. With his wife expecting their first child, he'll turn on the rest of those Dixie pricks in a heartbeat if it means keeping his head attached to his neck.[1]
After the elimination of the Black Mob in 1968, Giorgi Marcano hands the Hollow over to the Dixie Mafia. Ritchie Doucet has the former First Baptist Church converted into a processing facility for heroin and gives Charlie the responsibility of managing it. He also tasks him with ensuring that the processed heroin is sold on a regular basis to the Dixies' vast customer base of addicts.
Current Operations[]
Charlie mostly keeps to his office in the back of the church, monitoring the naked black women responsible for cutting, weighing, and packaging his heroin supplies in the church's former meeting hall. His pushers Big Al, Patrick, Mo-Mo, and his own brother-in-law Natty collect the heroin and sell it in back alleys and other remote spots across the Hollow.
Charlie also has enforcers on his payroll: the mentally unstable Doug "Hatchet" Marcheti and the more business-minded Deacon Caruso keep supplies of heroin stashed in secure locations such as garages and fenced-in shipping yards, doling them out to the pushers and making sure that the money earned is funneled back to Charlie's accounts.
Fate[]
Kincaid's racket was taken over by Lincoln Clay, who was working with inside information he received from John Donovan. Lincoln got rid of the pushers, killed both of Charlie's enforcers, and even infiltrated the church itself to smash crates of packaged heroin before they could be sent out.
With the racket falling apart, Kincaid was drawn out, giving Lincoln the opportunity to confront him. Tipped off by Donovan that Charlie was in a dangerous situation with the Dixie Mafia with the racket ruined, Lincoln made his move. Lincoln either killed Charlie by stabbing him with his knife or convinced Charlie he could live to see his baby born by working for Cassandra. If Charlie survives, he then works to replace his ruined racket with a new marijuana racket, serving as Emmanuel's assistant.

- Charlie's head model bears some similarity to another Racket Boss, "Handsome" Harry Robicheaux.
- Charlie wears an Army jacket and dog tags, suggesting that he fought in the Vietnam War. The fact that he's likely seen and survived actual combat could explain why he's not so eager to work with the Dixie Mafia and wants a better life for his wife and son.
- Some of Charlie's men can be heard complaining that he doesn't know how to manage the racket and that he only got the position because of his family connections. They can also be heard plotting to have Charlie killed, as everyone will think it was Lincoln's doing.
- Prior to the confrontation, Donovan says through his wiretaps that Charlie and his wife have considered naming their unborn baby "Bocephus" or "Thomas Lee". If Charlie can be approached without alerting any Dixie Mafia guards, he can be overheard saying that he has decided to name the baby Thomas Lee, after his father, and fears he will be killed before he can raise the boy.
