It is located in a small building in Southport, in an alleyway off of Palisade Street. It's where Bruno Levine and Isaac run their loan shark operation.
It is seen when Vito, Joe and Henry go to borrow $35,000 to buy heroin from the Triads, then again when Vito repays Bruno the $55,000 he and Joe owe.
