One of Vito Scaletta's first recruits after he settled in New Bordeaux, Bobby "Ducks" Navarro has steadily worked his way up the ranks to become a trusted enforcer for the Italian Gang, responsible for the settling of countless disputes among the criminals and racketeers of River Row - and the deaths of any who dared to challenge Vito in his rise to power in the bustling Southern city. He is an expert sharpshooter and seasoned button man who always travels with a crew of highly trained gunmen armed with the finest weapons available, and will send them to assist his allies in combat whenever he doesn't partake in the action directly. If you ever find yourself pinned down and outgunned, give him a call and watch as your enemies get plugged full of holes.
Current Operations[]
Navarro will provide Lincoln Clay with the Hit Squad perk if he gives Vito control over a certain percentage of districts and rackets. When the perk is activated, Navarro will send a team of three shooters out to assist Lincoln, and they will arrive wherever the player is and fire on any nearby enemies until either they've been killed, or all of their foes in the vicinity are killed. With upgrades, Navarro's hitmen will be outfitted with ballistic armor to increase their overall health and carry more powerful and accurate guns.

- Hit squads carry better weapons and have higher health as the game progresses, and Vito is given more territory and rackets.
- Despite his combat proficiency and being a seasoned hitman, Bobby Navarro himself is not any one of Vito's muscle that show up to back the player up in combat. This can be made clear by the fact that even when a Scaletta Crime Family hit squad is killed, Bobby is still alive and will be able to send more hitmen to assist Lincoln, either if he has the money to pay Navarro, or if he has markers to do so on the house.
